For 20 seconds, Skills used by target touched foe take 20...84% longer to recharge. This skill ends if that foe hits you.

By "hit" does this mean by physical damage, or spells as well (such as flare)?

I suppose that by "hitting" it means "hitting with an attack". So spells should not remove it.
